Procedure of granting social scholarship

1. Studying basic information

Student shall first thoroughly study basic information about granting social scholarships and shall determine the scope of jointly evaluated persons.

2. Filling in and submitting an application accompanied with the necessary annexes (income confirmations)

Students must submit an application for social scholarship. Students shall fill in the application fully, shall sign it and have it signed also by jointly evaluated persons.

Students shall attach all the necessary documents proving income of all jointly evaluated persons. Submitted documents to the application for social scholarship must be originals or officially verified copies. The signature on the declaration on oath must be verified either at a notarial or city/municipal office.

The application with annexes shall be delivered by students to the Student Activities Department of UCEU, either personally or by regular mail. (Delivery address: Student Activities Department, Kráľovská 386/11, 909 01 Skalica)

The application for social scholarship for the academic year 2014/2015 can be submitted by students anytime during the academic year, however no earlier than in September (after the enrolment).

Students who submit an application for social scholarship in the month of September through December 2014 must document income of jointly evaluated persons for 2013. In some cases it is, however, necessary to also document income for 2014 (see necessary documents).

Students who submit an application for a social scholarship in the month of January 2015 or later must document the income of jointly evaluated persons for 2014. In some cases it is, however, necessary to also document income for 2015 (see necessary documents).

3. Checking of the application and attached documents

The Student Activities Department of UCEU shall check the application as well as all attached documents and shall decide if they are correct and sufficient. If further documents need to be submitted, the Student Activities Department at UCEU shall ask the student to submit the missing documents by a set deadline. If the student fails to submit the missing documents, UCEU may suspend or stop the proceedings concerning granting of social scholarship.

4. Issuing the decision of granting/not granting social scholarship

If all necessary documents are supplemented to the application, the Student Activities Department of UCEU shall issue a decision on granting/not granting social scholarship.

Social scholarship shall be granted as a rule as of the first day of the calendar month in the academic year when the application was submitted until the end of the month of June of the relevant academic year.

A student who is an unprovided child and full orphan or half orphan and who has been granted the scope of maintenance obligation of the living parent or who is an unprovided child assigned to foster care until reaching the age of majority shall be granted social scholarship also for the months of July and August of the relevant academic year.   

Social scholarship shall be granted for a maximum of five calendar months from the first day of the month when the application was submitted, if the monthly income of one of the jointly evaluated persons when determining the decisive income results from the fact that at the time of submitting the application, this person was a recipient of unemployment benefit, material distress benefit, was on an uninterrupted sick–leave for at least 4 months, was a recipient of health insurance benefits or registered in the register of job seekers after the lapse of the unemployment support period. After the end of this period, it is possible to repeatedly apply for social scholarship, while the student must submit all the necessary documents, since the whole status shall be re-evaluated and not only the changed fact.

Social scholarship may be granted for no longer than until the end of the month when the student ceases to be a student (until the end of the month when the student suspends his/her studies, abandons studies, properly completes studies by passing the state exam).

The decision about granting/not granting social scholarship shall be received by the student either personally in exchange for a signature or by registered mail delivered to his/her own hands via Slovak post office. After receiving the decision, a period of 15 days starts when the student has the right to file an appeal against the decision.

5. Payment of social scholarship

Social scholarship can start to be paid to a student only after the decision about granting social scholarship becomes valid and enforceable.

The decision shall be valid as of the day of its receipt by the applicant.

The decision shall be enforceable:

  • As of the day of its receipt by the applicantif the applicant receives the decision in person or states on its copy that he/she gives up his/her right to file an appeal; or
  • After the lapse of the deadline for filing an appeal, i.e. 15 days following after the day when the applicant received the decision, if the decision was sent by mail and the applicant failed to file an appeal by the stated deadline;

Social scholarship shall be paid as a repeated monthly financial amount paid during the months for which the social scholarship was granted by the decision about granting the social scholarship, no later than on the tenth day of the calendar month to the banking account open in the Slovak Republic, number of which the student indicated in the application for a social scholarship. 

Retrospective payment of the scholarship shall not be possible. Example: If a student submits an application for a social scholarship in November and meets all the requirements for granting a social scholarship, the social scholarship shall be granted to the student and paid starting from November. The social scholarship shall not be paid to the student for the months of September and October.

If in the course of the academic year, circumstances occurred in the scope of jointly evaluated persons that have an impact on the granted amount of social scholarship, e.g. if someone from the scope of jointly evaluated persons starts to receive old-age or disability pension or if decisive income of jointly evaluated persons changes, if a student's parent dies etc., the student can ask for a re-evaluation of the granted amount of social scholarship in form of a new application for social scholarship or the student can apply for social scholarship, if he/she has not applied for social scholarship in the relevant academic year.

Party to the proceedings of granting/not granting social scholarship shall be the student –applicant and therefore information about the status of the application and all circumstances concerning the management process shall be consulted by the Student Activities Department of UCEU exclusively with the student.
